Latest DfE updates for academies: key changes for trusts and schools

The Department for Education (DfE) has published a series of updates for academies over recent weeks, covering changes to funding, financial reporting, the Academy Trust Handbook, SEND provision and apprenticeships.
Here are some of the key developments academy trusts should be aware of.
Teacher pay and school funding
The DfE has confirmed additional funding to support schools with the cost of teacher pay awards.
An additional £700 million will be provided in 2026/27, rising to £1.115 billion in 2027/28. Funding will cover mainstream schools, special schools, alternative provision, early years and 16-to-19 provision.
From April 2027, employer contribution rates for the Teachers' Pension Scheme will decrease, with school funding adjusted to reflect the reduction in pension costs. For mainstream academies, this will include a deduction from General Annual Grant allocations from April 2027.
New Academy Trust Handbook
The Academy Trust Handbook 2026 has now been published and will come into effect on 1 October 2026.
Changes include updated delegations relating to pay and new provisions covering electric vehicle salary sacrifice schemes. Academy trusts should review the updated handbook and consider whether any changes are required to their existing policies and procedures.
Budget Forecast Return deadline
The Academies Budget Forecast Return (BFR) for 2026 is now open, with academy trusts required to complete their submission by 24 September 2026.
The DfE has published supporting guidance covering the form and chart of accounts mapping, alongside weekly sector calls running through to September.
Academies Chart of Accounts updated
Finance teams and auditors should also be aware that the Academies Chart of Accounts for 2026/27 has now been published.
The latest version includes updates to account code guidance, with DfE webinars available during August and September to explain the changes.
Changes to SEND funding
The DfE is consulting on proposals to increase the proportion of high-needs funding provided directly to mainstream schools to support pupils with special educational needs and disabilities (SEND).
The proposed approach would allow local authorities, working with schools, to develop a local SEND inclusion formula and provide more funding upfront. The consultation closes on 18 September 2026.
School estates
Academy trusts should also begin preparing for the new school estate management standards annual return, which is expected to open in the third week of September.
Responsible bodies are being encouraged to review the standards, check appropriate staff have access to the DfE's estate management service and identify any gaps or priorities ahead of the return.
Apprenticeship funding and support
Several changes have also been announced around apprenticeships.
From 1 August 2026, apprenticeship training is fully funded for eligible under-25s. SMEs employing young apprentices may also be able to access up to £8,000 in support, alongside National Insurance relief for apprentices under 25.
The DfE has also updated its apprenticeship funding rules, technical guidance and supporting documentation following changes to the Growth and Skills Levy.
Preparing for the new academic year
With several important financial and regulatory changes taking effect over the coming months, academy trusts should ensure their finance teams, trustees and senior leaders understand the new requirements.
Particular attention should be given to the Budget Forecast Return, Academy Trust Handbook, updated Chart of Accounts, school estate reporting and changes to funding arrangements.
